Between 19 and 26 June 2023, representatives of the Peacemaking Advisory Group (PAG) travelled to the Republic of Mozambique and the Republic of South Africa as part of the PAG’s ongoing efforts to advance peace, security, and development in Cabo Delgado, Mozambique. The objective of the visit was to continue with the PAG’s implementation strategy and implementation of activities for the next twelve-month period. In addition to reengaging trusted local partners to determine the best pathway forward, the PAG held expansive consultations with civil society, government, and private sector actorsat the local, national, and regional level. Between 21 January and 11 February 2024, representatives of the Peacemaking Advisory Group (PAG) travelled to the Republic of Mozambique, and to the Republic of South Africa as part of the PAG’s ongoing efforts to advance peace, security, and development in Cabo Delgado, Mozambique. The objective of the visit was to implement PAG’s programme of community engagement activities through the promotion of dialogue. In addition to reengaging trusted local partners to determine the best pathway forward, the PAG held extensive consultations with civil society, government, and private sector actors at local, national, and regional levels. A fourth round of community consultations were held with civil society and religious leaders from across Cabo Delgado. PAG representatives also travelled twice to Montepuez the second largest city in the province to engage with Sheikh Cessario leader of the Islamic Community who oversees 157 mosques. Between 30 October and 24 November 2023, representatives of the Peacemaking Advisory Group (PAG) travelled to the United Republic of Tanzania, the Republic of Mozambique, and to the Republic of South Africa as part of the PAG’s ongoing efforts to advance peace, security, and development in Cabo Delgado, Mozambique. The objective of the visit was to prepare and implement PAG’s programme of activities for the next six-to-twelve-month period. In addition to reengaging trusted local partners to determine the best pathway forward, the PAG held expansive consultations with civil society, government, and private sector actors at the local, national, and regional level. A third round of community consultations were held with civil society and religious leaders from across Cabo Delgado. PAG representatives also revisited Metuge district internally displaced persons (IDP) camp and consulted with partners in the humanitarian sector to receive an updated picture of the humanitarian challenges facing conflict-effected communities. The PAG undertake a series of community consultations in Cabo Delgado in addition to meetings in Dar es Salaam and Dodoma with Tanzanian government officials, parliamentarians, and research institutions to further explore regional dimensions of conflict and peacebuilding and provide policy guidance. Following extensive consultations in Cabo Delgado, PAG members brief former Tanzanian President Jakaya Kikwete and former Zanzibar President Amani Abeid Karume on the PAG initiative. Both former presidents expressed strong support for the peacemaking efforts, agreeing that dialogue must now complement military approaches to address root causes of the conflict. The visit also included consultations with senior Tanzanian officials and EU representatives, building essential diplomatic foundations for cross-border peacebuilding.
Following a series of multistakeholder discussions undertaken by the PAG in Cabo Delgado and Mozambique in February 2023, this report provides an overview of the origins and evolution of the armed conflict in Cabo Delgado, mapping the government's security and humanitarian responses, the role of regional forces including the SADC Mission in Mozambique (SADC), and the scale of civilian displacement affecting over 1.2 million people.
